Those records show that Austin N. Man arrested for attacking woman, stealing phone A man has been arrested for reportedly attacking a woman and stealing her phone, according to court records. Otis C. Foy, 54, of 106 N. 10th St., has been charged with second degree robbery and assault. According to criminal complaints filed against him by Fort Dodge police, Foy attacked a woman at 12:11 a.m. Thursday in the 700 block of First Avenue North, “slamming her to the ground.” Officers wrote that the woman suffered a cut.
