Judy Howrey works test ballots that are used to see if ballot reading voting machines are working. She was one of about three dozen state auditors at a meeting at Kennedy Park. Those there learned about new voting law requirements. Among other things, Howrey and others learned an efficient way to make a set of test ballots that check all the races using the least ballots and meet election laws.
