Man arrested for attacking woman, stealing phone A man has been arrested for reportedly attacking a woman and stealing her phone, according to court records. Otis C. Foy, 54, of 106 N. 10th St., has been charged with second degree robbery and assault. According to criminal complaints filed against him by Fort Dodge police, Foy attacked a woman at 12:11 a.m. Thursday in the 700 block of First Avenue North, “slamming her to the ground.” Officers wrote that the woman suffered a cut. Man reaches plea deal in invasion of privacy case A Fort Dodge man accused of hiding in a bathroom to look at women has entered a plea agreement that will put him on probation and the state’s sex offender registry, according to court documents. Mark M. Martinson, 52, of 320 N. 22nd St., was initially charged with four counts of invasion of privacy.
