A northern Iowa dentist is facing disciplinary charges of negligence. The Iowa Dental Board has charged Dr. Bingqi Luo, of Fort Dodge, with negligence in the practice of the profession. The board says that form of negligence includes a failure to exercise due care, including the negligent delegation of duties or supervision of others, regardless of whether injury results, and can also include any conditions that impair the ability to safely and skillfully practice.
