Virginia was born August 15, 1942, in Woodward, Oklahoma, to David and Marie Semmel. She was united in marriage to Kenneth Norman on June 26, 1960, in Woodward, and were blessed with two children, David and Dena. She attended Tangier and Fargo Schools in Oklahoma, Cuyahoga Community College in Cleveland, Ohio, and Iowa Central Community College in Fort Dodge.

Virginia is survived by her son David (Martha) Norman, Fort Dodge; daughter Dena (Joe) Borszich, Longmont, Colorado; granddaughters, Melissa (Isaac) Volz, Jenna (Yazan) Oweis and Alli (Carlos) Martinez; her great-grandson Vic; her sisters, Norma (Ronnie) Vanderslice, Woodward, Oklahoma; Barbara Milton, Fargo, Oklahoma, and other family members. She was preceded in death by her husband of 52 years Kenneth, who died in August 2012, her parents, her sister Carolyn Yauk and brother-in-law Elmer, and her brother-in-law Dale Milton.
