Drug, sex offense charges filed in Harcourt incidents

HARCOURT — A Harcourt man is in jail, charged with drug and sexual offenses, court records reveal.

A woman who lives with him has also been arrested on drug charges and tampering with a witness, according to those records.

Zein M. Ibrahim, 38, was arrested by Webster County sheriff’s deputies Wednesday and was charged with:

∫ Two counts of manufacturing, delivering or possessing with intent to deliver marijuana

∫ Two counts of failure to affix drug stamp

∫ Three counts of assault with intent to commit sexual abuse

∫ Invasion of privacy

In criminal complaints filed against him, deputies wrote that Ibrahim had three marijuana plants in his basement.

The assault with intent to commit sexual abuse charges resulted from incidents that happened between November 2024 and January 2025 in which Ibrahim pressed his body against the victim, deputies wrote in the complaints.

The invasion of privacy charge was filed because Ibrahim had a camera disguised as an electrical outlet adapter that allowed him to film the victim in a bathroom, deputies wrote.

Ibrahim made his initial appearance in Webster County Magistrate Court Thursday morning. Magistrate William H. Habhab scheduled a preliminary hearing for May 15. He also issued an order prohibiting Ibrahim from having any contact with the victim. He would face more criminal charges if he tried to contact that individual.

Habhab ordered that Ibrahim be held in the Webster County jail on $28,000 cash only bond.

Jennifer L. Freeman, 39, was arrested by Webster County sheriff’s deputies and was charged with manufacturing, delivering or possessing with intent to deliver marijuana, failure to affix drug stamp plus one count of tampering with a witness.

In the criminal complaints, deputies accused her of possessing about 192 grams of marijuana in a locked room which she claimed only she could access.

She also made her initial appearance in Webster County Magistrate court Thursday, and waived her right to a preliminary hearing. That means the case against her will proceed to arraignment and trial. Habhab released her without bond.
