Fox charged with drug possession

Kathleen Ann Fox, 54, of 1116 Third Ave. N., was charged with two counts of possessing a controlled substance Thursday morning, a Class D felony.

According to the criminal complaint, Fox was found with a small baggie of what she admitted was methamphetamine, and a small container of what she admitted was marijuana, Wednesday night on South 11th Street.

Fox also had three pipes used for smoking controlled substances, according to the complaint. She was charged with possession of drug paraphernalia, a simple misdemeanor, and the charge was continued 180 days.

Fox was released on her own recognizance and ordered to complete a substance abuse evaluation by Webster County Magistrate William Habhab. A date for her preliminary hearing was not set.

Altman charged with domestic assault

James Lee Altman Sr., 50, of 304-4 S. 15th St., was charged with two counts of domestic assault Thursday morning.

According to the complaint filed with the Webster County attorney’s office, Altman assaulted a woman on two separate occasions. On Feb. 3, he allegedly struck her with the arm from a broken chair, kicked her and threw a drink at her. On Feb. 26, he allegedly struck her torso with a closed fist, threw her to the ground and spit on her.

Altman also allegedly took her cell phone and left after the first assault, preventing her from calling 911. Altman was charged with obstruction of emergency communications, a simple misdemeanor.

Altman is also charged with third-degree domestic as a habitual offender, a Class D felony. Altman has three prior convictions for domestic assault, according to the complaint.

A no-contact order was issued between Altman and his alleged victim.

Webster County Magistrate William Habhab ordered Altman held on a $10,000 bond, $5,000 for each assault. Habhab set a preliminary hearing for 4 p.m. March 20.
