A Fort Dodge police officer who fired his weapon at a man he found shooting at others in the 300 block of South Fourth Street in the early morning hours of Sept. 26 has been cleared to return to duty.

Patrol Officer Dominic Morriss had been on critical incident leave since the incident, which is standard procedure when an officer fires their weapon.

Morriss was interviewed by Iowa Division of Criminal Investigation agents. His actions were reviewed by Webster County Attorney Darren Driscoll.

In a letter to Police Chief Dennis Quinn, Driscoll wrote that Morriss "was justified in his use of deadly force to stop another actively engaged in the use of deadly force against others."

One person was killed and at least two others were wounded in the shooting that Morriss came upon while on patrol.

Jamarcus Gully, 20, of Fort Dodge, is charged with first degree murder, attempted murder of a peace officer, three counts of attempted murder and possession of firearm or offensive weapon by a felon.

He remains in the Webster County Jail on a $2 million cash only bond.

The shooting happened at 12:29 a.m. Sept. 26 in the 300 block of South Fourth Street. Morriss spotted Gully firing a Glock handgun and people on the ground suffering from gunshot wounds. Morriss fired his weapon at Gully, who tried to get away by running into and back out of the nearby Fourth Street Depot. He was then arrested by Webster County sheriff’s deputies in the 400 block of Third Avenue South, very close to the shooting scene.

Police reported that Derrick L. Stewart, 27, of Fort Dodge, was killed.

Jayvion A. Wilson, 21, and Laquwon A. Moore, 29, both of Fort Dodge were injured.

A third individual, Jada Presswood, is named in one of the criminal complaints accusing Gully of attempt to commit murder, but it is not clear from court records if Presswood was injured.
