Former East Sac teacher charged with sex abuse

SAC CITY — A former special education teacher at East Sac County High School in Lake View was arrested and charged with three counts of third-degree sexual abuse late last week.

According to criminal complaints, 34-year-old Stefanie Regine Kelsey, of Sac City, admitted to having sexual contact with a 15-year-old male student on at least three separate occasions between Aug. 25, 2021, and March 4. The alleged sexual acts happened at Kelsey’s home and in a vehicle at Hagge County Park.

According to Jeff Kruse, superintendent of East Sac County School District, Kelsey was in her second year as a special education teacher, but had been employed as an associate prior to becoming a teacher.

Kelsey was arrested by the Sac County Sheriff’s Office on Friday. She resigned from her position at the school district later that day.

According to Sac County Sheriff Ken McClure, the investigation was started on Thursday after a concerned parent heard rumors about the relationship between Kelsey and a student, and went to law enforcement.

Kelsey was booked at the Sac County Jail and later released on a $30,000 bail on Friday. Her initial appearance in court is scheduled for March 22.

Third-degree sexual abuse is a Class C felony punishable by a prison term of up to 10 years and a fine between $1,000 and $10,000.
