Fort Dodge Police Department secretary Sandy Spencer pins another piece of retirement “bling” on Doug Utley at a party held in the temporary police station to wish him well on his retirement. Utley served the Police Department for nearly 37 years, beginning as a patrol officer, and serving as a Drug Abuse Resistance Education officer, assistant chief and acting chief until the appointment of Tim Carmody in 2010.
