Humboldt council not receptive to feasibility study

HUMBOLDT - The Humboldt City Council was not receptive to the idea of a letter of intent for a feasibility study on protecting the city's water plant.

Earlier Monday, Marshall Plumley, a project manager with the U.S Army Corps of Engineers, presented Humboldt residents with the results of a reconnaissance report on the Des Moines River at Humboldt and Rutland. The next step would be a letter of intent from the city or county, which could lead to a feasibility study. The letter of intent has no financial obligations with it, but the feasibility study would.

Monday evening, Plumley presented the information to the City Council. He focused on the study to protect the city's water plant, which is in the flood plain. One of the proposals under consideration is a floodwall.

The water plant part of the feasibility study would cost an estimated $300,000, with 50 percent being paid by the federal government, Plumley said.

Councilman LeRoy Jorgensen said the city was looking at replacing the water plant in the next five to 10 years, so he felt there was little need for the study. Councilman John Sleiter said ''I don't see any benefit to this.''

In other business, the council awarded the contract for the new aviation system at the airport to Acterra Group of Marion in the amount of $89,806. The engineer's estimate was $115,000, said City Administrator Lorie Bennett. Bennett said three bids were opened, and a fourth bid arrived too late to be considered. Acterra was the low bidder.

The council approved a contract with General Tank Coatings Inc., of Elgin, in the amount of $293,000 for painting and maintenance of the water tower.

Finally, some with enough sense to realize a "feasibility" study by so-called out-of-town experts is not needed to determine their every action. No hiding from responsibility there.
