Sidewalk cafe, tax incentive proposals advance

When was it built? Requiring a building permit and inspection, how ever did the city miss this when it was built?

If the garage was there for more than 7 years and the city never objected to it,the owners of the garage might be able to aquire the property through adverse possesion
