Hopefully the city doesn't decide to do this with the hundreds of locations of city streets that collect water...FD will be bankrupt in no time. $300K really?

Drill a 3 inch by 3 foot deep hole in the lowest part. Fill the hole with pea gravel to allow drainage into the soil, and cap the concrete with a drain cover. Sounds simple and cheap to me.

Maybe some of the City's Building Inspectors pay should be withheld too. Where was he and his little 9 inch topedo level when they were pouring the concrete?
