Beall might think more about why school-age populations are shrinking in his district, and in Iowa as a whole, than about the delivery of the Governor's speech. Also a lot about why the product of Iowa's public schools has been declining steadily as control and financing of same has moved further and further from the districts themselves. Two things are certain, since state and federal controls and financing have increased, the effectiveness of public eduction has not improve a whit, quite the contrary; it's exactly the same with energy production and prices after creation of the US Dept of Energy. Can't wait until the feds completes their regulation of health care and the very air we breathe - forgot, they already do, at least everything but combine dust, and they tried that. Up the regulatory state!
